I've been searching for years with no real luck. Good luck! If you do find a good alternative, please let the rest of us know. A very difficult task as I am sure you already know. The person you are teaching still needs to know how to use the web and a computer though. Which is one of the very few ways that I have found that can work. A possible solution would be to use Standardized Template pages with an online HTML editor (Such as tinymce, or something similar) and your CMS to allow for the creation/editing of pages. The day that a legitimate WYSIWYG program comes out, a lot of web designers will be out of business. There is no way within any program that I have tried, that can take in to account all browser quirks and publish best practice+standard compliant code. We designed it to compensate for the deficiencies of spreadsheet programs. Professionals at all levels of technical proficiency use it to analyze data, check files for uploading to databases, modify configuration files, maintain customer lists, and more. (Company-wide solution for non-technical employees) Drag and Drop just doesn't work the way you want. Modern CSV is a powerful tabular file editor/viewer application for Windows, Mac, and Linux. At least that will meet the needs that you have mentioned.
